Firstly, I’m sorry that I’m not familiar with “IME/MAC based Access via Active Sync (IME based access)”. Maybe you can give me some detailed information about it.
Secondly, there is no official solution to achieve your goal exactly. However, I’d like to provide a workaround which may meet your request.
Let me provide the general instructions of it.
First, you need to change the ActiveSync access settings.
After that, when any user in your organization wants to set up his/her account in mobile device, they will receive an email saying “Your mobile device is temporarily blocked from synchronizing using Exchange ActiveSync until your administrator grants it access. You don't need to take any action. Content will automatically be downloaded as soon as access is granted by your administrator”.
At the same time, the administrator will receive an email saying “The Exchange ActiveSync service has quarantined the mobile device listed below. It won't be able to synchronize Exchange content until you take action”.
Then you can login to Exchange admin center to block or allow this device.
If the workaround is acceptable for you, here are the detailed steps:
- Login to Exchange admin center via http://outlook.office365.com/ecp/ .
- Click mobile->click edit under Exchange ActiveSync access settings.
- Check Quarantine – Let me decide to block or allow later.
- Click + to select administrators to receive email messages when a mobile device is quarantined->save.
